LTAT Mandatory Contributors consist of ATM Permanent Officers with a mandatory monthly contribution rate of 10% of monthly salary and 15% government contribution in notional terms and ATM Other Rank Members (LLP) with a mandatory monthly contribution rate of 10% of monthly salary and 15% government contribution.
Voluntary contributors consist of ATM Permanent Force Officers who were commissioned before 1 January 2016, ATM Volunteer Force Conscripts and ATM Cadet Officers.
ATM Permanent Officers commissioned after 1 January 2016 are required to contribute and Other Rank Members (LLP) will automatically become contributors after the first deduction of monthly contributions is received by LTAT from UGAT. Monthly contribution deductions will be made from the member’s monthly salary and will be forwarded every month by UGAT to LTAT.
Effective 1 April 2022, the member contribution section has been divided into Account 1 (60%) and Account 2 (40%). Account 1 is for use after the member retires or ends service while Account 2 is allowed to be withdrawn (according to the specified withdrawal conditions) while the member is in service to help the member prepare before retirement or ends service.

The dividend rate will be set by the LTAT Board of Directors with the advice of the Investment Panel and the Actuary approved by the Ministry of Finance. The dividend rate set is based on LTAT’s investment profits for the year.
The amount of the grant under the Death and Disability Benefit Scheme is based on a formula that takes into account:
i. Factors based on the contributor’s period of contribution at LTAT until the date of the contributor’s death or the date of termination of service due to disability,
ii. Total accumulated contributions of members (Members’ Portion)

Disability Benefits are based on termination as defined in Regulation 61/(1)(g) and its equivalent, namely ‘Medical standard is below that required for retention/medically unfit’ or equivalent to BR 9748 – Article 1014 Invaliding for the Navy which is recorded on the member’s Statement of Service, namely BATD132 and must be supported by the decision of the Medical Board, namely BATF 524/525.
The nominee or heir of the contributor may apply to withdraw the contribution by submitting the following documents:
i. Form LTAT/PWCA/14-2/2 (Heir Acknowledgement Form) which can be obtained through the LTAT counter or downloaded from the official LTAT website at www.ltat.gov.my.
ii. Attach a copy of the heir or nominee’s identity card and other relevant documents.
The nominee or heir will be contacted by the Records and Pensions Department (JRP). Therefore, it is very important that updated heir or nominee information is notified to the JRP, Ministry of Defence.
LTAT fully refers to the heir information provided by the JRP for payment cases to the heirs. If there are changes to the heir information, the amendments and changes must be made at the respective Team where the information will be forwarded by the team to the JRP.
When a contributor dies, the JRP will forward a list of legal and entitled heirs to LTAT for the purpose of refunding LTAT contribution money. Usually, the entitled heirs named for single members are parents or siblings (if the parents have died). While for married members, the entitled heirs are widows/widowers and parents. There are also cases where the heirs named by the JRP are the guardians who raised the contributor and so on, subject to the results of the investigation/review made by the Ministry of the Interior.
The percentage of heir eligibility is based on a table set by the Board based on the heirs’ relationship and the number of dependent children by the widow is also taken into account. Unborn children will only be taken into account in the percentage if additional information (Birth Certificate) is submitted before the payment process is implemented
The Voluntary Contribution Scheme is a scheme created to enable ATM Permanent Force Officers, ATM Volunteer Force Conscripts and ATM Cadet Officers to make savings at LTAT.
i) Additional Savings
This scheme offers contributors the opportunity to increase their savings, to ensure financial stability after retirement.
ii) Flexibility to Contribute and Make Withdrawals
Contributors can plan their finances according to their own means with a minimum contribution of RM25.00, without any maximum limit. This scheme offers flexibility to either contribute, or make withdrawals subject to the terms and conditions set by LTAT.
iii) Retirement Benefits
This scheme helps contributors build stronger retirement savings, as these contributions will generate dividend returns that can increase retirement funds.
iv) Dividends
Voluntary contributors are eligible to receive dividends declared by LTAT each year.
v) Disability Benefits
Disability Benefits will be paid to contributors who are terminated for health reasons (certified UNFIT by the ATM Medical Board).
vi) Death Benefits
In the case of the death of a contributor while in service, the Death Benefits will be paid to their dependents, regardless of whether the death occurred while on duty or otherwise.
This scheme is open to all ATM Permanent Force Officers who were commissioned before 1 January 2016, ATM Volunteer Force Conscripts and ATM Cadet Officers.
The minimum monthly contribution amount is RM25.00 with no maximum limit. Any changes (increase or decrease) must be made in multiples of RM5.00. However, such changes are subject to the approval of salary deductions by the Armed Forces Salary Management Department (“UGAT”).

Yes, contributions under this scheme can be withdrawn. The minimum withdrawal amount allowed is RM100.00. Any addition to the withdrawal amount must be made in multiples of RM50.00 up to a maximum of the total savings amount. Should the contributor choose to withdraw part of the contribution, the amount that can be applied for is based on the opening balance of Account 1.
Withdrawals can be made at any time, however the number of withdrawals is limited to 2 times per year.
Contributors can choose to either continue contributing or stop contributing at any time. Contributors can also re-contribute even if the entire contribution has been withdrawn.
Yes. Effective February 2024, LTAT has implemented improvements to the Voluntary Contribution Scheme. Contributors can continue membership even after making 2 withdrawals in the same year.
However, the amount of salary deduction for the new voluntary contribution is subject to approval by UGAT.
The time period that UGAT will take to initiate salary deduction for Voluntary Contribution is subject to the receipt of the application form by LTAT.
For applications received before the 15th, salary deduction for Voluntary Contribution will commence in the following month of employment. Whereas for applications received after the 15th, salary deduction will be processed in the second following month.
No. Voluntary contributions can only be made through monthly salary deductions which will be implemented by UGAT.
Contributors who are seconded / seconded to another agency can continue their contributions by submitting a notification letter to LTAT containing the details of the secondment / loan and attached with an offer / confirmation letter from the new employer. Contributors need to apply to the new employer to make contributions through monthly salary deductions and the contribution money is sent to LTAT at the end of each month.
Yes. Applications to change the amount can be made via the MyWIRA mobile application, or by completing the application form provided free of charge at the LTAT Counter or by downloading it from the official LTAT website, www.ltat.gov .my.
However, the monthly contribution amount and the starting month of salary deduction are subject to approval by UGAT.
Voluntary contributors who have stopped their contributions must withdraw their entire contributions within 12 months from the date of receipt of the last contribution by LTAT. Failure to do so will result in the contribution account being made dormant and ineligible to receive dividends.

i. has attained the age of twenty-two (22) years; and
ii. has contributed for not less than five (5) years to LTAT; and
iii. is not a registered owner of any immovable property (house/land) i.e. the withdrawal of this contribution is for the purpose of purchasing the first immovable property only; and
iv. has entered into a valid sale and purchase agreement which in the opinion of LTAT is a solid evidence to purchase an immovable property and the relevant Sale and Purchase Agreement must be dated on or after 1 February 1995; or

The housing withdrawal scheme is only for:
i. Purchase of immovable property including incidental expenses such as legal fees and stamp duty; and

i) Not exceed 40% of the amount standing to the credit of the contributor’s account; or

No. Currently, only contributors who have received offers from selected local Public Universities are eligible to apply for this withdrawal.
i. Contributors who have contributed for at least 15 years at LTAT.
ii. Only contributors who have received a letter of confirmation of the offer to perform the obligatory Hajj from the Hajj Fund Board (LTH) are eligible to withdraw contribution money for this purpose.
Subject to the total contribution in the contributor’s Account 2 with a maximum withdrawal amount of RM10,000.
Starting April 15, 2022, contributors can apply for withdrawal.
However, withdrawal approval is also subject to confirmation from LTH which controls and approves individuals in Malaysia to perform the Hajj pilgrimage including:
i. Have registered and opened an account with LTH with a minimum deposit amount of RM1,300.00.
ii. Have received a letter of confirmation of the offer from LTH to perform the Hajj pilgrimage for that year.
Contributors are only allowed to make withdrawals once during their service period.
The validity period of the hajj withdrawal application is one year from the date of receipt of the letter of confirmation of the offer to perform the hajj obligation from LTH.
There are four documents required for a Hajj withdrawal application, namely:
i. Hajj Withdrawal Application Form (LTAT/PWCA 48);
ii. Copy of offer letter from LTH to confirm that the applicant is eligible to perform the Hajj pilgrimage.

No. This withdrawal facility is only eligible for contributors who accept an offer to perform the obligatory Hajj pilgrimage from LTH.
If the contributor does not use the amount withdrawn, the contributor may return the amount withdrawn to LTAT within six (6) months from the date of withdrawal. The amount will be re-credited by LTAT into the contributor’s account 2.
i. Contribution Withdrawal Form (Member Declaration) – LTAT/PWCA 14-2/1 filled in by the member.
ii. Service Statement Letter from the Records and Pensions Department (JRP) confirming reaching the age of 50 years.

The contribution payment process will be implemented within 3 working days after LTAT receives complete documents from the member.
TCA is a new initiative introduced by LTAT to give contributors the option to increase their monthly contribution (member portion), above the rate set in the Armed Forces Fund Act (Act 101), which is 10% of monthly salary.
This TCA was introduced to provide flexibility to contributors to increase their savings in line with LTAT’s mission, which is to improve the socio-economic well-being of its contributors after retirement.
The minimum TCA rate is RM25 and any additions must be made in multiples of RM5 and there is no maximum limit.
No. The Government Contribution Rate (contributed by the Government) remains at 15% of the monthly salary.
Yes. TCA is also eligible to receive the same dividends or profits as the Member’s Mandatory Contribution.

Salary deduction applications for TCA must be submitted to LTAT before the 15th of each month to enable the contribution increase/decrease to be implemented in the following month of employment. Applications received after the 15th will be processed in the second following month.
Yes. Contributors are allowed to make additions or reductions to their TCA contributions. However, the reduction in TCA contributions must not reduce the member’s mandatory contribution rate, which is 10% of the contributor’s monthly salary.
Contributors are allowed to increase or decrease their TCA contributions at any time. However, any changes to the TCA contribution rate can only be made after 3 months of the previous application being approved, subject to the approval of the Armed Forces Salary Department (UGAT).
No. Withdrawal of TCA money is not permitted. However, contributors have the option to either reduce the TCA amount or apply to stop the payroll deduction instruction for TCA, using the same form when applying for TCA.
